The thought behind the defensive "gambling" power was finding a way to represent his business as a casino owner and how he uses that business as a means to keep tabs/stay ahead of his enemies. It's meant to make it feel like the deck is stacked in his favor so to speak.
I'd be okay with a grapple power instead of phantom walk. I think that would probably juice up his ranged double attack as he would be able to gain height advantage more easily though.
