He's cool, but no easy synergies, high cost, and Penance Stare usually feels like an all the eggs in one basket thing that doesn't seem to hit when you need it.

My favorite character and my first C3G playtest!
Wow, we are already that far in this process. Always enjoyed him though I sort of wish he had the SI of Danny Ketch. One of my favorites to run against Graviton. My favorite ever was teaming him with Dr Fate and using a Nabu boosted Stare to destroy Thor in the first round. We really need some Midnight Sons. |

This guy is really fun, saving him for the late game and trying to oneshot everyone is a friends favorite strategy that works more than I would hope LOL
Overall he's too inconsistent/risky with a lack of synergies for anything competitive. Kind of surprised by our lack of Ghost Riders. |

We keep waiting for Tornado to LD another one. Definitely an open lane for someone looking for something to design!

Criminal Ambition being a core power on the card undercuts most of the advantages of having the Criminal class.
Ranged double attack is always solid, but the base attack of 3 keeps it in check. Given the potential downside of the third power, its upsides are pretty tempered. Ideally you'd bring him with D20 boosters, but I'm not sure the Criminal or Crime Lord class does that terribly well. He's a bit of an awkward, hard to use fit, but does have some solid offensive potential, even if 180 is a bit high for what he does, IMO. 2/C C3G can be played with official Heroscape, but it's not recommended.

Yeah, his powerset is a bit disjointed in my experience. They're all fine powers, they just don't gel together particularly well.
Not unusable or anything, but I'd probably rather go for a more supportive Crime Lord most of the time. |

I've always loved this guy. Maybe the newer Crime Lords overshadow him a bit, but I haven't played them that much.
If I redid him today I definitely would retool Cloak of Dormammu. But I think he's still super solid if you completely ignore that power. Have him bully a figure with lower defense to score a wound, then start clobbering with heavier hitting criminals. |

Decent for her cost, but all her powers feel somewhat muted and/or situational and her class isn't the easiest thing to work around.

Yeah, she doesn't really have an easy hook - there are cheaper glyph-stealers, and the luck manipulation isn't something you can count on.
