Sounds good. I share your disappointment about the character not having a figure. Robin (Tim Drake) is possibly my favorite comic book character and someone whose career I followed closely in the 90s, so Cluemaster is one I've been wanting for a while.

Been working through the DCAU and just watched Mask of the Phantasm.
Got a little inspired...

Start the game with one gray Vengeance Marker on this card. At the beginning of each round, you may choose any Unique Hero and place your Vengeance Marker on the chosen figure's Army Card. When Phantasm attacks the chosen figure, add one automatic skull to whatever is rolled. If the chosen figure is a Crime Lord, Criminal, or Psychopath, it rolls one less Defense die when attacked by Phantasm. When Phantasm or the chosen figure is destroyed, place your Vengeance Marker back on this card.

PHANTOM CHASE
After an opponent reveals a numbered Order Marker on an Army Card with your Vengeance Marker on it, you may immediately move up to 3 spaces. Phantasm can move through all figures and is never attacked when leaving an engagement.

LOOMING FOG
After revealing an Order Marker on this card, you may also reveal an "X" Order Marker on this card. If you do, Phantasm and all adjacent non-huge figures have no visible hit zones until the end of the round.

I checked to see if she's been done before and it looks to be so, but I don't think the "ruthlessly take one guy out and move on to the next" approach has been done and that's what I wanted to see, so aside from maybe needing some wording touchups, I'm quite happy with it.
I'd like to get her up to 190 somehow.

I'm getting about 135-150 on the calculator. I'd bump to 5 attack to start with. Not sure how you get to 190, honestly.

I like this design a lot Splash, probably one of my favorites from you. An attack bump will get her closer to 190 I'd guess yeah.

Dig the idea of a scythe hand battle between Phantasm and Grim Reaper!

Nifty writeup. Agreed that she's a bit lower than you plan right now. The marker mechanic has actually been done a few times, like with Hercules. And a more "systematically gun them down one by one" is used on KGBeast. Not trying to rain on your parade, it's a solid mechanic, but there are precedence if you want to check 'em out.

Been years since I've seen this so I don't remember the exacts of her theme. Solid write-up though.

I almost feel like the best way to handle Phantasm would be similar to how we did the Slashers. Lots of passive movement stuff, kind of a "Boo! I came out of nowhere!" feel as well.

Could reuse Haunting off of Black Lantern Spectre

HAUNTING
Black Lantern may move through all figures and never takes leaving engagement attacks. At the end of each round, you may place Black Lantern on any empty space on the battlefield, as long as he is placed adjacent to an opponent’s figure.
