Yeah we shouldn't have included the word "phase" in that ruling in the OP. It's about replacing a single attack vs. replacing all attacks in a turn.
Defining phases would potentially be a larger rules overhaul which is something we've tried to avoid. |

Basically just need a way to clarify the difference between having no target to attack and using an instead of attacking power and not being allowed to attack (say due to a turn that does not allow you to attack) and not being able to use instead of attacking powers there.

That's it exactly. We need a way to say that clearly and without ambiguity and to vote on and record our ruling that that's the way we do things, IMO.

That way next time SW says something that confuses the crap out of me because I want to take it literally instead of logically, you can all just point me to the link and be like "we talked about this, dummy."

A figure can only use an "instead of moving" or "instead of attacking" power if they have a move or attack to give up.
What does this mean in practice? - If the figure already used an "instead of moving" power this player turn, they do not have a move to give up. If the figure already used an "instead of attacking" power this player turn, they do not have an attack to give up. - Instead of attacking, per a previous ruling, means instead of all attacks, so if that figure has attacked already on this figure turn, it does not have an attack to give up. - If the figure was activated by a power that specifically mentions that figure cannot attack during this turn, it does not have an attack to give up. - If the figure does not have a target for an attack, it can still do an instead of attacking power. - If a figure cannot move during its turn because an opposing player's power prevents its movement (like Stuck or Psionic Grip) it can still do an instead of moving power. --- Does that look about right? Anything wrong or missing? C3G can be played with official Heroscape, but it's not recommended.

Would you be able to use instead of moving powers that don't move your figure itself when you're stuck or otherwise prevented from moving? My understanding was yes.
To be able to discuss this in concrete terms, take Amazo's Amazing Lasso for instance. Let's say Amazo is stuck. Can he still use his lasso? Quote:

That'd be pretty fundamentally changing the rules of Heroscape, so it feels pretty off the table to me.
