I think the power needs to be significantly weaker.
 Definitely agree that messing with enemy defense would be the right move, over messing with enemy attack. Besides Panther, I also like that that would let him cut through Songbird's defense boost - she uses tech stolen from Klaw and he shows her up pretty hard when they meet.
