Not 100% sure but that sounds right - if you have Solovar he's in your army, and he's a Telepath, so Jean Grey's class of Telepath would no longer be unique.

Thoughts
Starlord+Martian Manhunter or Starlord+Baron Zemo (Heinrich) get me thinking of possibilities. One 1500 build I came up with the other night was Starlord, MM, Bizarro, Rocket, Vertigo, Deadshot, Red Skull. X23 can also swap out for Skull. So many fun things keeping people bouncing around and moving and the like. It's kind of crazy. Starlord is likely to make an appearance in future armies of mine since I usually end up playing a Ragtag group of people. Good work.

So, for example, you could take Cyborg Superman and Superboy together and keep the Ragtag Tactics bonus, as they both have a unique species (Cyborg and Metahuman respectively) - assuming of course you have no other Cyborgs or Metahumans. If you take Jean Grey with Solovar, however, her one class is no longer unique, and you therefore do not get the bonus. Doess this sound about right? That's my take as well. If you have any repeat classes, the bonus is nullified.
C3G can be played with official Heroscape, but it's not recommended.

My interpretation would also be that folks like Solovar and Cyborg Supes nullify Ragtag Tactics if anyone shares either of their species/classes.

I'm just thinking though, the power doesn't say that every class and species in your army has to be different, just that every unique hero must have a (one) different class and a different species - so I can see how Solovar wouldn't work with Jean or how Cyborg Superman wouldn't work with Zodd, but I'd say that Cyborg Superman would work with Superboy or Eradicator fine, as they each have a different species.

Break It Down
How I read it.
While every hero in your army has a different Species and different Class. While-If X is untrue, Y does not take effect. Every-If at least one X is untrue, Y does not take effect. Different-If at least one X=at least one other X, Y does not take effect. This seems to hold that it would be the case that Cyborg Superman et al. can mess with Ragtag Tactics.
