Wrote this one up real quick, what do y'all think?

MIDDLE MANAGEMENT
Before revealing a numbered Order Marker on the card of a Crime Lord or Kingpin in your army, you may move that Order Marker to this card and reveal it here instead. If there are no Order Markers on this card, add 1 to Jigsaw's defense.

MENTAL INSTABILITY
Whenever Jigsaw receives one or more wounds, you must roll the 20 sided die. If you roll a 16 or higher, Jigsaw is considered to have the Insane personality instead of what is listed on his card. When Jigsaw has the Insane personality, he adds +1 attack die against adjacent figures, may no longer use the Middle Management special power, and no additional turns may be taken by other figures in your army after Jigsaw.

DOUBLE ATTACK
When Jigsaw attacks, he may attack one additional time.

I've also been thinking of doing Hooded Justice and the rest of the Minutemen after having finished the new Watchmen series and reading all the Before Watchmen comics a bit ago. For C3G, could one lean toward the TV version or should one try to keep it ambiguous? Also a Design Workshop would be cool to see, for the Minutemen and Moloch and Bubastis and whatnot.

Jigsaw is cool. It's ok to lean a little bit more towards TV.

Maggia Middleman probably needs some Order Marker reveal and/or no additional turns restrictions. Otherwise you're looking at some pretty epic turns when he's activated by someone like the Hand Ninja.

Just so you know, there's some Sadistic synergy in the works that may not be totally thematic, but I also don't think it's particularly disruptive to him specifically.

It'd be cool if Mental Instability offered some sort of game altering effect other than just personality. Maybe just an extra attack die or a downside to his Middleman power or something like that?

I'd love to see Jigsaw, I've had his figure forever. Don't think there's any issues with Sadistic synergy, Venom Pigeon is already in that synergy hub, Jigsaw will fit, too.

Agreed on the personality thing. It doesn't affect him himself, and only matters for some very specific counter drafting or if you build an insane army. Of which I wouldn't bring him anyway since he's not consistent.

Making it a bit strong might not be the worst idea, honestly - it's going to take some difficulty to pull off consistently.

I also would love to see Jigsaw get a card. I was thinking the adj. restriction on middle management was too harsh. You don't want to be suck standing next to a crime lord for the whole game. I'd consider either bumping out the limit to within 4 spaces of a crimelord/kingpin or just making him a crimelord and let the street thugs bond with him.

I think once he goes off the deep end, he wouldn't be an effective leader anymore, so could add "and he may no longer use the Maggia Middleman special power" type bit at the end and maybe an extra attack die against adjacent figures.

That's a cool idea. He's a decent, composed leader until he gets hit, and then he just goes ape on folks. I like that
