Cloud of Darkness
After taking a turn with Estivara, you may roll the 20-sided die. If you roll a 16 or higher, while she remains on that space, Estivara has no visible hit zone until the next time you reveal an order marker.

Even if you look at your turn #X and your opponent's turn #X as a single turn, if they go first, Squirtle would get the bonus and still be able to move on that turn. IMO, if you go by turns, it needs to be if Squirtle didn't move on the previous turn.
This is how I suggested it and I believe it's the best way of doing it. As of right now. Fiddlerjones' version isn't so bad either.

Why not just use a variation of official wording?
Withdraw
After taking a turn with this Squirtle, you may roll the 20-sided die. If you roll a 16 or higher, while it remains on that space, this Squirtle may roll one additional defense die until the next time you reveal an order marker.
That should just about cover everything. Even if Squirtle doesn't get an order marker, he would get the bonus, provided he makes the roll, until the next time he was activated.

Take out the roll and it should work. Withdraw is constant, not D20. It would barely even be worth making the roll.

Updated, using the "loyal" suggestion and Chardar's edited wording, with one minor change. I don't want to overcomplicate the power by adding a d20 roll.

Change it to "he may roll one additional defense die" that keeps it in line with Estivara.

There's a good reason for this, I don't want to get too into detail, you'll just have to trust me.

I don't think "it recieves one additional die to its defense" is official wording.

I still think Wulf and I had it with. "After taking a turn with this Squirtle, if this Squirtle did not move, it may roll one additional defense die until the next time you reveal an order marker."
