On the contrary every other marrow beast has a master of its own.
Wo-Sa-Ga has no master, and he is (in my opinion) the strongest, most terrifying of them all. Hence he must be the leader.

Oh, not to me. I don't know, maybe its the fact that he has no weapons of his own except spines (no arms, wings, trample stomp, etc). He looks exactly like the center of the hive mind to me. All coils and fangs. Geez, can you tell I can't wait for his release?
