I'd just test him on a snow and ice map. That's where he'll be played more often then not. He's more of a casual play figure rather then a competitive tournament unit.

As long as y'all don't mind him feeling overcosted outside of such scenarios.

Double attack toggling on and off based on the presence of snow is a big swing in terms of points.

I agree that he would be more of a casual play figure. I would never draft him unless I already know the map. Unless for a more competitive play option, we allow to draft a few scenario specific Joes and sub in the one needed for that particular map/adversary. That is kind of the way I see the Joes would do things. Create a roster of characters and deploy only the ones needed for a particular mission.

Either way I would rather go slightly over in points than go under for balance sake.

It might be slightly too out of the box, but if we could get all the terrain-specific commandos to the same point cost, there could maybe be a mechanic that let you trade the one you drafted for one outside the game.

That's an interesting concept. Utility Glyphs, but with figures.

I actually was brainstorming a similar thing. Don't know if there's a Joe character that would work, but maybe something like this:

SPECIALIST DROP
At the start of the game, you may choose a Unique Hero you control from outside of the game with one of the following special powers:
- Aquatic Commando
- Arctic Commando
- Desert Commando
- Forest Commando
- Jungle Commando
- Mountain Commando
- Swamp Commando
Place the chosen Hero on an empty space in your start zone and take permanent control of that Hero.

Then just price that figure above the point total of whatever Commandos we have. Maybe give him a "Commando Dispatch" type power as a bonus. (Not sure if that's a good, exhaustive list of potential terrain powers, but it's everything other than grass, lava, and the "man-made" stuff.)
