I read it like you get one for not moving normally and you would get one if you did not attack.
That was exactly my intent, and I thought it read clearly. It gives you the full 3 markers in one turn if he does nothing while also offering him more flexibility in how he charges.

This seems super wordy to me. Let me know if this is too much.
