Totally new DBZ design here.

Crane School Patience has mechanical synergy with Yamcha (who wants to lose initiative) and the other weaker Challengers, since they are riskier spots to put an OM. So the idea is Tien could help a Super Saiyan-less DBZ team work out, or he could work alongside the Super Saiyans too.

Neo Tri-Beam is high risk, high reward. He most notably uses this to damage Semi-Perfect Cell (who is way, way stronger), but it nearly kills Tien to do it.

Wow! Loved this design when it came up in the faction thread, but didn’t expext to see it designed this fast! Love it.

I love how Tri-Beam works here. The only suggestion I'm thinking of is that maybe you should only roll dice for as many times as Tien used the Tri-Beam? I know if he gets down too low I might not want to go ham with it, or I might want to use it to pick off 2 wounds instead of 3 on a key unit.

Would agree with the 4 life if he is priced on the lower end, if he goes higher then the 5 life would be good. That'd make him similar in durability to like Iron Fist and stuff and gives more chance to live from Tri-Beam. Just depends on where you see him puzzleboxing in to a challenger army.
