Pretty much agreed here. I'm not really seeing the issue? He's not a shark figure that wants a ton of OMs. He's support that has a cool range power if he happens to take turns.

I concur. If he was more of a OM hog or front line/first strike type of unit, having his own back-up plan would make sense. He seems more of a back line/support type of unit that helps keep everything moving when someone else goes down, which Contingency accomplishes.
