I'm circumventing the Rules Team on this one, as I think it's pretty straightforward and a clear need of correction.

The round starts before Order Markers are placed, so the timing isn't correct as written above. My preference would be to change it to this or something like it:

Good catch. After scouring the index, "before initiative is rolled" seems to be the precedent. Updating to that.
