He's outshined by the other GLs but he works well with them and adds on well to them. Construct Shields and Decoys are the best use with him, though a Stealth Bomber for some auto wounds isn't bad either. I think y'all are underrating him slightly. He's the cheapest GL and still does most of what the others do.
3/B+ (3 only because he needs constructs with him to properly shine). C3G can be played with official Heroscape, but it's not recommended.

I'd love him with WL Kyle if he wasn't also Kyle... I still love to pair him with the Mech Warrior Construct, but y'all seem to be sleeping on that one too.

Doesn't pair as well with the Sinstro Corps Soldiers or Arkillo, but he's as strong as Hal for 20 points less and has one of the nastier special attacks in the game.
4/A for me. C3G can be played with official Heroscape, but it's not recommended.

Sinestro's got pretty solid (but not the best) stats for a Lantern. And somewhat uniquely for Lanterns, he remains a threat even as his battery markers are spent, thanks to his powerful special attack.

Maybe my favorite common C3G squad. Nothing crazy here, real nice and simple. I enjoy nearly all the Assassins so if I'm going to play them anyway, they work real well.

These guys are pretty wonderful, yeah. Tons of build options with them. Karai/Shredder/Hand Ninjas x2 is a 600 point squad that feels really strong to me.
