Maybe have a move bonus of 1 for all figures and a move bonus of 2 for Dedicated Crime Fighters. I'm with Bats on the disengage however.

Yeah, something like:
During this figure's normal move, for each level of height it moves down it may move 1 additional space. This figure may not move more than X additional spaces during its movement.

To maintain something of the disengage in what may be a more flavorful way, you could also add something like:
This figure does not take leaving engagement attacks from figures it was not engaged with at the start of its movement.

Does it make more sense for it to have its own base move, rather than use the figure's as a base? Like:

Instead of its normal move, this figure may move 5/6 spaces. For each level of height it moves down it may move 1 additional space. This figure may not move more than a total of X spaces in this way.

I like it working off the figure’s move, personally. A faster/more agile character would probably be faster on the skateboard as well.

I was thinking about a character like Flash getting his hands on one. Is The Flash faster going downhill on a skateboard that he would otherwise be?

Maybe keep the figure's base movement but cap the total movement while using the skateboard, rather than capping the extra movement.

Meh, I lean "game not simulation" as an answer to you there. It's more fun if the characters are just "X" spaces faster without having to quibble over little exceptions. And I certainly imagine Flash would be fast on a skateboard.

I would love to see the Flash on a skateboard!! I don't think it should hinder movement, that would take the fun away.

Night Thrasher wore a special suit of light articulated combat armor composed of Kevlar/borosilicate fiber in a ceramic matrix and 8 mm and 16 mm thick layers of micro-mail titanium nitride. He designed the battle-suit to survive physical combat with Silhouette's brother Midnight's Fire. The costume cannot be penetrated by conventional bullets or knives and is fireproof. He carried a pair of truncheons, Escrima sticks which he called his "Battle Staves" which attached to special slots in the back of the Mark I armor, and an armored high tech fiberglass skateboard with a retractable razor-sharp blade. The board also hooked onto the back of his armor. The armor was equipped with a titanium spring-lock blade in the right forearm. The left wrist contained a thin adamantium alloy garrote wire. Micro surface-to-surface (STS) missiles were also mounted on the forearms. The Mark I armor also had a hidden compartment in which he had a Micro Uzi submachine pistol stored for emergencies. His skateboard could also be used as a shield or as a weapon and could be modified for use as a snowboard.

The wrist gauntlets on his armor could fire pepper spray, sleeping gas or explosively launch his "Battle Staves" which were holstered alongside his forearms in the Mark II armor. His gauntlets could also deploy pneumatically-fired grapnel lines for traversing rooftops, and contained retractable blades and an extendable computer tap. He also had a utility pack with various shaped explosives, plastique, napalm gel, and cordite packs, magnesium flares, smoke capsules, incendiary packs, caltrops/spur jacks, and ball bearings. The back pack also contained a glider chute. The Mark II armor also had an advanced active camouflage system.

The Night Thrasher armor Dwayne was wearing in Civil War was made from a vibranium mesh.

One of his main gimmicks is just always having some toy or gadget shoved in his armor, and when half of those things already exist as Utility Glyphs, I think having him tap into that system makes sense. Like I said, maybe not 3 Glyphs, cause no he's not straight-up as good as Batman. But he's definitely in the same wheelhouse, and I think locking him into just having a skateboard and pepper spray every time doesn't really sell the theme nearly as well. Maybe he can pick glyphs before seeing the enemy army, so it feels like more of an Iron Man style "I brought toys!" than a Batman style "Have a plan to kill everyone you meet?"

It's worth noting that Thrasher is totally an edgy 90s "look at how cool he is!" creation. There's a lot of points where the writers go out of their way to show off how cool and edgy the guy is. He's definitely got limitations and weaknesses (I'd put him on more of a Nightwing level than a Batman level), but he's written as pretty BA for a regular human.

I like that idea.
