rotating single spaced figs

If its my turn can I rotate one of my figures if Its not their turn, or does it have to that figures turn? Example, My order marker is on the knights of weston, but can I still rotate sargent drake out of deathwalkers line of sight?

Yes, you can adjust any and all of your figures while it is your turn. (Note: this does not extend to "flipping" double-based figures, but you can shuffle one back-and-forth on its two hexes.)

so you can rotate but you can't flip, so basically all you can do with big people is make minor adjustments to the way they stand on the spaces they were already on.

Yes, that's correct.

Not sure if you need this clarification or not, but you can "flip" a double-space figure at any point during it's movement phase, which means only during it's turn. Otherwise you're just able to adjust it.
