Then I suggest something like this:
MUTANT ASSAULT FORCE After taking a turn with M.R.D. Troopers, if you attacked a Mutant, you may move up to 2 M.R.D. Troopers you control that did not attack this turn. |

I have no problem with the partial squad design (honestly, I think we should do that sort of thing more) or the additional activations for being near Mutants. We can switch to a 2-man squad and trigger on attacks but it seems like six of one, half-dozen of another.

I don't care too much on the squad vs common hero issue. I do feel that it's pointless to try and make them more draftable outside of games where they are not facing Mutants. They're dudes who hate Mutants, that's what their design should reflect. Plus, there are tons of filler units already that work in a variety of armies. Nobody is going to draft them outside of anti-Mutant armies anyway.

At 600+ units, it's probably reasonable to have some (when thematically appropriate like this) that are pretty much just counterdrafts.
And, you know, good for scenarios. C3G can be played with official Heroscape, but it's not recommended.

I missed this thread till now. I like the Common Hero direction better than a partial squad but wouldn't be opposed to a partial squad.
