Yeah, I feel fundamentally they need to have a bit of tension to them with their forces. With the exception of Ganthet, these guys tend to be too rigid to be that good at their jobs.

THE UNIVERSE'S ONLY AUTHORITY When rolling for initive, if all of your Order Markers are on a Guardian of the Universe and there is an Order Marker on this card, you may add or subtract 3 from your roll. Order Markers cannot be moved or removed from this card. If you have at least 4 Guardians, you can add/subtract 12 on your initiative roll. But only if you go all in, 100% with the Lanterns. I like those suggestions a lot. I agree, there should be some sort of negative effect and only allowing Green Lanterns to take turns is pretty thematic. Guardians shouldn't play well with the Blue Lanterns or any other allies the GLs might normally pair up with.
My concern is that taking turns with two Green Lanterns is really strong (even without Guy/Hal taking extra turns). We could perhaps limit two turns per Order Marker to the X marker, and on other turns allow one GL per turn. Preventing OMs on GL cards does remove the possibility of using Green Constructs, unfortunately. I'm not sure there's an easy way around that. So here's everything put together so far. I included MrNobody's suggestion for starting them off the battlefield as an alternative to the Emotionless Apathy power. I'm not sure which one I like better; it doesn't add anything gameplay-wise to simply start off the board, but it's pretty unique. Quote:

I take it.low.durability is thematic?
I like the extra turn with an X much better. Not sure how.you defeat double turn GLs on every OM. |

I like the idea of low Life, very high Defense for the Guardians. They're frail old men with cosmic powers - if you manage to get through those defenses (or get lucky) they should go down pretty quick.

Agreed on low life, high defense being thematic.
Thematically they should also be Event Heroes, honestly, but I get the reason to go Uncommon. It seems like they should be immune/resistant to auto-destruction and mind control, though. C3G can be played with official Heroscape, but it's not recommended.

Agreed on the survivability front. How does 3 life, 9 defense sound? I feel like it's a fine line between fragile and too tough.
I agree about the Event Hero thing. We could create a new designation of "Uncommon Event Heroes", that are treated as Event Heroes except you can draft extras of them. Are there other characters where such a designation would be useful? All I can think of are maybe the Watchers from Marvel. We could also just call them Event Heroes and have a special power that says you can draft multiples, or throw in some Event Hero immunities into one of the other special powers if that doesn't make it too clunky. |

Hmm, Event Hero with a rule to let you draft multiples might be the simplest of those options. I'd have to think on whether there's enough of a need for a new designation to support one.
Maybe Time-Lords? C3G can be played with official Heroscape, but it's not recommended.
