Instead of Wasp's move and attack phases, she may maneuver up to 4 spaces. Wasp may attack up to 2 times with this special attack at any point during the maneuver. Defenders cannot roll defense dice.

I waffled on that one here, since the timing of the attack is really the initial "may" so I'm not sure going "twice" doesn't imply that it's either no times or two times.

There are two sets of may's there so I think it is clear.

Also, thinking we should just roll with "this ability" vs "this special attack".

Yeah, but the second "may" is covering whether she may attack with this timing or not in the first place, so it can't also cover whether she attacks once or twice. Does that make sense?

No. It covers the up to language and not the remainder.

I tend to lean in Karat's direction here. If the ability doesn't say you can't attack only once, then it should be assumed that if you are allowed to attack twice then you are also allowed to only attack once if only one (enemy) target is available to you. Will wait to update though.

I'm fine with the "twice" instead of the "up to 2." I think you'd have to rules lawyer pretty hard to not seeing the second attack as optional.
