Initial thought is to lean towards B as easist to balance, with thematic preference for A or B. Nice write ups!

Torchwood Three = five people?

Yeah, I wondered if that would get confusing. Torchwood Three is the branch of Torchwood that Jack runs, not how many people are in it. I’ve thought about a few more generic names, maybe something like Torchwood Leader would be better?

I would go with Torchwood Leadership for a name. I don't think I would make them Agents, instead go with a different class that doesn't already have a bunch of figures and synergy. Otherwise you can use him to recruit someone into an Agent army powered by Nick Fury and some SHIELD Agents. Then I'm not sure about the theme of having his team be so open to recruitment. Would someone like Doomsday or Ghost Rider be on his team? I don't know enough about the story to recommend how to properly limit the choices but with around 700 Unique heroes letting it be any Unique hero seem off.

Yeah, Unique Human Heroes are a popular one. About a third of the overall designs thus far (250ish out of 770ish).

Unique Human Heroes sounds great, gives him lots of options to build a team out of while keeping most of the heavy hitters out. The biggest get for the human restriction I can think of is Iron Man Hulkbuster, but I can live with that.

Doctor Doom, Nova Prime, Black Adam, Kang, and an unreleased hammer-wielder are the top Humans for points. Hasbro Hulk too.
