A figure with a Torchwood Marker has the class of Agent, regardless of what is listed on their card. After revealing an Order Marker on this card and taking a turn with Captain Jack, if Captain Jack attacked an opponent's figure with a normal attack this turn, you may take a turn with a Unique Agent Hero you control within 6 clear sight spaces of Captain Jack, and you may not take any additional turns with other figures you control.

VORTEX MANIPULATOR
Start the game with the Glyph of Vortex Manipulator on this card. Captain Jack cannot lose the Glyph of Vortex Manipulator by receiving wounds unless he is destroyed.

FIXED POINT
At the end of each round after Captain Jack has been destroyed, roll the 20-sided die. If you roll 13 or higher, remove all Wound Markers from this card and place Captain Jack adjacent to a figure you control.

Spoiler Alert!

"Captain Jack Harkness" was a Time Agent and con man 51st century. He first encountered the Doctor while running a con in the middle of WWII London. He traveled with the Doctor for a short while. After he was killed by a Dalek, he was revived by Rose Tyler, who at the time was transformed into a nearly omnipotent being. Unable to control her powers, she accidentally turned him into an immortal (and unkillable) being, a "fixed point" in time and space.

Determined to find the Doctor again, he attempted to use his Vortex Manipulator to reach the 21st century, but overshot and landed in the 19th century. There, he became involved in Torchwood, an organization created by Queen Victoria to protect Britain from alien threats. By the early 21st century, Jack was in charge of Torchwood Three, the arm of the organization located in Cardiff.

When this glyph comes into play, place a Glyph of Temporal Displacement on this card. If there is at least one Glyph of Temporal Displacement on this card. Instead of taking a turn with this figure, you may choose this figure and up to one adjacent figure. Place the chosen figures on this card and place a Glyph of Temporal Displacement from this card on the space this figure previously occupied, if possible. Before placing order markers at the start of the next round, you must place this figure on an empty space on the battlefield, and any other chosen figure adjacent to this figure. Okay, here's (Time) Jumpin' Jack Flash. I'd like the Vortex Manipulator to play well with him, which I'm not exactly sure it does right now...

I've gone through a bunch of different variations for a Torchwood power. The main point I want to get across there is that Jack's Torchwood is a very rag-tag team, and that Jack himself is a very action-oriented leader. I'm worried being able to recruit any humans might be too powerful. Thoughts?

Fixed Point should really, thematically, be more like Doc M's power than Grundy's, but I thought that might be overpowered.

Yeah, I wondered if that would get confusing. Torchwood Three is the branch of Torchwood that Jack runs, not how many people are in it. I’ve thought about a few more generic names, maybe something like Torchwood Leader would be better?

Something like that. The three/five incongruence is really off-putting.

I would go with Torchwood Leadership for a name. I don't think I would make them Agents, instead go with a different class that doesn't already have a bunch of figures and synergy. Otherwise you can use him to recruit someone into an Agent army powered by Nick Fury and some SHIELD Agents. Then I'm not sure about the theme of having his team be so open to recruitment. Would someone like Doomsday or Ghost Rider be on his team? I don't know enough about the story to recommend how to properly limit the choices but with around 700 Unique heroes letting it be any Unique hero seem off.

I kind of liked the interplay, but yeah I get why it would cause problems. Honestly, if it just works off markers they might not need a special class. Just have him bond with figures with markers on their card.

That’s my bad, I meant for it to specify Unique Human Heroes. As far as I know, all Torchwood members except one are what we’d normally class as Human, and the exception is a Human turned Undead. All Human Unique Heroes could still be too large of a pool though.

Yeah, Unique Human Heroes are a popular one. About a third of the overall designs thus far (250ish out of 770ish).

Unique Human Heroes sounds great, gives him lots of options to build a team out of while keeping most of the heavy hitters out. The biggest get for the human restriction I can think of is Iron Man Hulkbuster, but I can live with that.

Doctor Doom, Nova Prime, Black Adam, Kang, and an unreleased hammer-wielder are the top Humans for points. Hasbro Hulk too.
