Fair enough. I like Simmons and find her generally useful. I found Fitz a bit flat in 1.0 largely due to how the marker ability worked. He may just not be for me.
C3G can be played with official Heroscape, but it's not recommended.

I do wonder if the stun option shouldn't be doing electric damage and it might be more interesting if the Accuracy let you choose which dice to reroll once.

I could see that. Just note that it was designed to work with both SA and normal attacks in 1.0, so we'd be adding electric damage to a potential SA if that matters. With it being once per round, not too worried about the reroll upgrade.
TECH UPGRADE During set up, roll a d20. Place the resulting Tech Upgrade Marker on the card of an allied Unique Hero Agent. Once per round, when that Hero uses an attack action, you may use the associated ability: • 7 or lower: Stun Marker: Electric Damage and if you roll 1+ skulls, you may move an unrevealed Order Marker from the defender's card to another card on its team. • 8-13: Accuracy Marker: You may re-roll any attack dice once. • 14-17: Place either Tech Upgrade Marker. • 18+: Place both Tech Upgrade Markers on the same or different cards. |

I'd prefer to avoid Electric for that exact reason, modifying what damage an SA does may be weirdly messy. Does it overwrite any existing damage types or is it in addition to them?

Would it be cleaner to make the markers just work on normal attacks?

It was intentional for them to work with SA, as Quake was expected to have an SA and he built her some tech that improved her abilities. I think I'd just leave off the Electric Damage. Not sure on the 'any' re-roll upgrade.

I think it’s a pretty major upgrade, personally. With as cheap as Fitz is, I’d leave it as an all or nothing reroll.
