We could make him a Mutate and then make a C3G rule that all Mutate's are treated as Mutants, similar to what you guys with treating Androids and Soulborgs alike.

If it were me, I'd start a new class. The problem with that is that there are already official mutates (Spidey) that have been classed as human.

He could be a mutant, though. I'm just being picky.

Are Mutates affected by things that affect Mutants in the Marvel universe?

Even if they are, there's the Spider-Man/Hulk precedent anyway.

precedent smeshedent! C3G is about doing things our way but still being compatible. Spiderman as a mutate doesn't break the official game at all.

Well as players we probably have put more overall hours of thought and dollars into the game than the designers did therefore I believe it is our God-given right to bend the rules where needed.

"Targeting" is the phase of the game in which you determine line of sight from your ranged attacker to your would be target. It was initially defined by the designers during the whole Nakita Agent Smoke Powder confusion after they were released.

I agree with that! That said, I'm cool with Human or Mutate on him at this point, since it sounds like Mutant is incorrect.
This is important to clear up before playtesting too, because it makes a difference whether I'm going to play him with Cyclops and Prof. X. or not.
