SoV reviews personal customs from the different custom creators on the site. They check the figure for balance, playability, and whether the design fits well with Classic Scape.

C3V is a group that creates Classic-style units from the ground up. The group will design, playtest, create the artwork, etc.

SoV, or Soldiers of Valhalla, is a group that is taking the best classicscape customs from anyone and everyone in the community, and making them semi-official (correct me if I'm wrong).

C3V is an "exclusive" group of custom creators, who are working hard at making high-quality customs in place of new official releases.

An additional piece is that both C3V and SoV check with each other for inter-compatibility.

Yep this is a biggie. Both groups created and or test the units with the intent being that they (the units) can be played with all classic Scape units seamlessly.
