Then don't bump up his base def to 5 and leave the snow bonus the way it is. I don't know why he's failing at 100 points but juicing up the base stats beyond what is thematically accurate isn't a solution. Upgrading to a double attack all the time instead of just on snow tiles is a good start. Maybe toss in disengage when on snow, like he's skiing past someone too quick for them to get in a free swing.

Damage Done (Normal Attack) : Used 10 times, 3 wounds to Arashi, 3 wounds to X-23, Killed one Elite League Assassin.
Arctic Commando : Immensely useful in keeping the Rocket Reds alive throughout the mid-late game.
Skis : It’s hard for his entire movement to be on snow, but the disengage kept his lifespan longer throughout the game.
Biathlon Sniper : Very good, two attacks from range at any point gives him some strong flexibility. The autoskull is icing on the cake.

ROUND 1 : Soldier initiative.
Turn 1 : Snow Job moves forward.
Kitana and Arashi move up.

Turn 2 : Rocket Red #1 flies straight forward, and fires at Kitana. 2 wounds.
Elite League Assassins move forward, and Arashi hides behind a glacier.

Turn 3 : Rocket Red #2 flies forward and fires at an Elite, it fails it’s Vanish roll and goes down.
X-23 moves, and Arashi gets near Red #1 and Snow Job.

ROUND 2 : Soldier initiative.
Turn 1 : Snow Job fires at Arashi, dealing a total of 3 wounds.
2 Elite assassins move up and each one attacks a Rocket Red. 1 wound to Red #1. Arashi retreats out of sight.

After some trading, Red #2 dies. Snow Job drops some heavy fire on X-23, dropping her to one wound. She ends the round on 3 wounds from healing.

X-23 takes out Red #1 in a single attack. She follows through and kills Snow Job. She ends the round heading towards Guile.

ROUND 8 : Soldier initiative.
X-23 quickly hunts Guile down and kills him. Assassins win!

Post-Game Thoughts : Snow Job and friends just had a serious issue killing X-23 with all of her healing. They had a strong open, but just couldn’t put together enough damage in one round to kill her. The soldiers having a lot of flying definitely helped with the heavy snow and slippery ice too, first time using those rules so I didn’t really take flying being so much more useful into effect. Snow Job did a really good job though, feeling like a jack of all trades since he buffed his teams defense, and was putting out solid ranged damage for his cost.

Post-Game Thoughts : Justice League had a pretty solid midgame, but the Soldiers kept their composure and scored the win. Snow Job didn’t do a ton here, but for 100 points, dealing 2 damage to Batman III and providing a solid defense buff to his allies? I can’t complain.

Thoughts on the Tested Unit's Cost, Balance, and Draftability : 100 points felt a tiny bit high, but the map I used was primarily snow and ice, where he shines. I think his balance is there, he feels like a versatile unit that can do a little of everything. I’m sure as more G.I. Joe figures come his draftability will increase, but even with just soldiers he felt solid Biathlon Sniper makes me think he would be a solid draft even without snow on a map.

General Thoughts on the Tested Unit : The only thing I might propose is changing the Skis +3 movement to work if his entire move is ice or snow, but that’s just because moving on solely snow is pretty rare. This change likely wouldn’t affect his power much at all either. A closeish win and lose has me feeling fine about him. Very solid unit, excited to see the G.I. Joe rollout!

I'm about ready to wrap this guy up. But I wanted to quickly discuss his movement bonus. Like FreshFoods, I found it nearly impossible to gain the +3 movement on purely snow spaces. Does anybody else think we should increase it to include both Ice and Snow, or is it best to just leave it as is?
