We've been going away from "use abilities" because it's fairly vague in meaning. So we'd need something like: "has its abilities negated and cannot make move or attack actions for the rest of the turn."

Or we could just set a precedent that a single squad figure's activation can end without the entire unit's activation ending and I could change the second use of "enemy" to "figure" to help that read more clearly.

I just worry that’s not consistent with how we’ve defined activations so far? (Like the definition posted previously.) Ultimately not too invested though.

I think the easiest path is to just shut down move and attack actions and let the abilities be whatever.

Minor thing, but I think this reads a bit better.

Unless the intent is to roll every time someone runs in a circle around Joker until it hits. I think the theme comes across cleaner as a one time chance at pulling off the hand shake gag the first time they are adjacent, rather than trying again and again to shake hands with the same figure.
