I'd rather him choose a figure to start the marker on. Also, shouldn't the figure be a Unique or Event Hero?

That figure wouldn't necessarily be guilty, though, like with Ghost Rider. I'll make the Unique/Event change.

Yes, it's a preference but I also think he should have it so he doesn't die right off the bat. Ghost Rider is a bit tougher.

I think that's a good mechanical point and doesn't hurt the design thematically (if he's on the battlefield it's because one of the opponent's figures is guilty).

Honestly it's kind of a saving grace right now, though, in that it makes sure he gets some use out of his first power, no matter how small.
This guy is starting to feel like Ragman. Potentially he has a really effective, useful power, but it depends on your opponent playing along, and they can easily avoid doing so. Ragman might actually make a nice pairing with him, though. As might Zsasz and Grundy. C3G can be played with official Heroscape, but it's not recommended.

How about this, then? I think the marker should go away when he's destroyed. Doesn't make thematic sense otherwise. With his bump to life and defense, he'll stay around a bit longer. He pairs really well with squads, so whenever they kill any of your squaddies, The Crow is invincible again.
Surrounding him with Beat Cops with make him nigh invincible (for a while), come to think of it. Also thematic, since he teams up with a cop for a bit. Quote:

Looks good! Good call on the (thematic and strategic) Cop combo. Looks ready to test, I think.
I'd pair him with at least one squad of Cops in the heavy hitters. No sense in putting him in tests where his powers don't come into play at all. C3G can be played with official Heroscape, but it's not recommended.
