Are you wanting to go with what's in the SP or what you posted on page 2? If it's page 2, I'd probably delete this line:
"If a special power on an Army Card of a figure your opponent controls could affect Xemnu if he was in their Army, then you can choose to have that special power affect Xemnu." I think it'll cause more interpretive issues than it's worth. C3G can be played with official Heroscape, but it's not recommended.

Probably keep RMC and lose the friendly part of the first power and go with what is in the SP. Unless we want to go with something like “Xemnu can be attacked or chosen for special powers on opponent’s Army Cards unless he has inflicted a wound.

XEMNU FROM THE MAGIC PLANET All figures must consider Xemnu friendly. When an opponent moves a figure they control normally, that figure must end its movement closer to Xemnu than it started, if possible. CYBERNETIC CONSUMPTION At the end of each round, you may roll X unblockable attack dice against an adjacent figure, where X is their remaining life. For each wound inflicted, you may remove one wound from this card. -- That consumption power is going to be super swingy. Won't be surprised if it drives his price up though, with 7 Life on him. Should Cybernetic Consumption have a max or do we want him rolling 30 dice against Anti-Monitor? C3G can be played with official Heroscape, but it's not recommended.

Probably should just be limited to Unique Heroes. Then it wouldn’t need a cap in my opinion. It should be easy enough for most armies to avoid unless the lose initiative.

Might want to exclude constructs and maybe undead too (although I don't know if that thematic for him or not)

I’ve never seen him eat a zombie but I’ve also seen him eat like two people and he is an alien so I wouldn’t be surprised if he could eat undead since he’s converting flesh. Android and Construct immunity makes sense to me though.

He’s a cyborg so using androids to repair himself seems pretty fair.
He’s weird enough to just avoid restrictions IMO. |

Maxes out at 12 dice currently with Unique Heroes.

I think having to end the round adjacent to that figure is easy enough to avoid in most cases that I am not worried about it. I’ll probably just limit it to non-Event Heroes cause he should definitely be able to roll against common figures.

I don't know that it'll be that easy, especially for figures without much range. Spider-man figures should be OK for the most part, though, since they have a lot of non-normal movement. If he's hot on RMC he can move figures next to him as well, of course, and if he goes last in a round, his move of 6 should usually get him next to someone.
I imagine he'll end round adjacent to at least one figure more often than not. C3G can be played with official Heroscape, but it's not recommended.
