Terribly sorry, but why did you change "have a custom participate ina comunity project" to "have a custom pass NM24"? I think a custom gone through UCS is worthy.

That was our decision unanimous Hero decision based on our respect for NM24. The other custom projects like UCS are not as reputable or respectable in our opinion.

I was ninjad yes, but I decided to leave the comment to show how I do consistently make "public" comments in C3G based on what I think is best for the group and not myself.

I think the prevailing opinion shared privately amongst heroes and sidekicks of our group was that NM24 has slightly higher standards and more of a proven track record. UCS is certainly a quality endeavor, but we wanted a clearer path of succession than just a general blanket statement of community projects.
It should be noted that there was some dissent on this. Griffin, for instance, was happy to include both UCS and CMD as community projects to be involved in to meet these requirements. He was outvoiced on this one, though.
C3G can be played with official Heroscape, but it's not recommended.
