I think we probably want to ape the wording on Battle Beast for Speed Reaper.
For Reference:

WORTHY FOE
At the start of the round, if Battle Beast does not have a Foe on the battlefield, the Unique or Event Hero enemy on the battlefield with the highest Attack number becomes his Foe. Battle Beast cannot use a move action to leave engagement with his Foe and when attacking his Foe, he may reroll any dice once.
