Changes from 1.0:

- Class to Criminal

- Removed Fear of Cold. Not only does it rarely come up in gameplay, it's a feel-bad power when it does activate, makes him unreliable on certain maps, and isn’t thematic to the character except for a 2-issue arc in the 60s.

- Replaced Flamethrower SA with Pyromania SA, which is the same thing but he can keep using it up to 3x based on a d20 roll.

(Sanity tests required. Heat Wave was weak in 2.0 so I'm not expecting him to be too strong, but we can tick the d20 number up if he is. Goal is to keep the same point value here.)

YEA - I think heat wave gives us our first 1000 point team from the original faction guide
Would I want it to be everything I love...sure...but that's just not realistic so I'm going to focus on finding things that will make me unhappy and work on fixing those.
