Normal move actions and special move actions are both types of move actions. So we ruled that when a figure "gains a move action," you can choose what kind of move action that is.

Yeah, I agree that giving someone a move action lets them use it for a special or normal move. You can still specify that a special move action is gained though, which is what I'd prefer here. Not into the idea of letting non-Flash types run around as fast as the Flash. It minimizes him.

I see the point there. I do think the 3 space Stealth Leap is plenty and likely the best choice, since you'd miss the Swipe, most times anyway.
Would I want it to be everything I love...sure...but that's just not realistic so I'm going to focus on finding things that will make me unhappy and work on fixing those.

To save space I think you can just say it like this:

FIERCE AGILITY
Once per activation, after combat where Beast attacked, he gains a special move action. If he ends that move on a new space, he gains an attack action.

That would allow it to be reusable.
Would I want it to be everything I love...sure...but that's just not realistic so I'm going to focus on finding things that will make me unhappy and work on fixing those.

Okay, updated with that. I think I want to roll with the OP take on Negotiation for now, but if it's feeling funky in practice, I'm down to try something closer to YK's version, or even something new entirely.
