Agreed. Counting numbers as being different numbers than they actually are feels like a recipe for madness. We've definitely had mechanics involving rolls of over 20, which I don't feel was anticipated when this card was written, so a change to 20 or more makes sense here.
C3G can be played with official Heroscape, but it's not recommended.
