FEAR THE REAPER
Figures subtractroll 1 from theirfewer defense dice when attacked by Grim Reaper with an adjacent normal attack. When Grim Reaper inflicts one or more wounds on an adjacent figure with a normal attack that is not an Android, Construct, Undead, or destructible object with a normal attack, roll the 20-sided die. If you roll a 14 or higher, you may remove one unrevealed Order Marker at random from that figure's Army Card and remove 1 Wound Marker from this card.

LETHAL RECRUITMENT
At the start of the game, you may choose up to four Unique Heroes you control that are Savage or have the Ionic Imbalance Special Power. For the entire game, the chosen figures have the class of Criminal instead of what is listed on their card.

LETHAL LEGION
After revealing an Order Marker on this card, before taking a turn with Grim Reaper, you may take an immediate turn with a Unique Criminal Hero you control within 6 clear sight spaces of Grim Reaper, and you may not take additional turns with other figures you control. Figures taking a turn with Lethal Legion add 1 to their Attack number for that turn.

I might shorten the first title to just "lethal recruitment" just to avoid the double "lethal legion" drop, but I think that's nice and streamlined and working well together now. Happy we took the extra time to iron some things out. Appreciate the patience and collaborative spirit, LD!

Hey, Thanks for all the feedback and help everyone, this is a good lookin Grim Reaper. I am however gonna let it rest overnight before doing the checklists just in case there are anymore suggestions that would make sense that were missed.

Did he even have healing in the Lethal Legion days. Forgive me but I'm not overly familiar with that version of the character so if so no problem. I just thought that the healing thing came after he was like a zombie or something.

If so then going more focused into the Lethal Legion would help make it feel more tight.

It's a blessing and a curse Dr.J...a lot of us are looking for a distraction from the hard work going on behind the scenes to tighten up our library.

Sorry for the late response, he did not have the life drain ability at first no. He didn't even have it if I recall when Nekra brought him back the first time. If I remember correctly, the second time she brought him back he had to suck the life from others every 24hrs just to stay alive. Then Ultron fused the scythe to his hand and he was like "Hey, this is neat. Thanks Ultron, let's work together." And then later betrayed him. I don't believe he ever lost the power to drain life, I think he just didn't have to to stay alive anymore.

Hey, no worries. I trust in the system here. I like that everyone has a say, in my opinion these characters belong to everyone. I want everyone to have fun playing them. I know you guys put in a lot of work, and I appreciate that.

This is incredibly minor but would Legion Recruitment be a better title than Lethal Recruitment? Just something about Lethal ___ twice, probably just me.

Doesn't Legion Recruitment sound like he's recruiting Legionnaires, though?

Though I suppose they have try outs rather than recruitment, so you probably wouldn't be stepping on any potential power names for them.
