I'm going with 410 cost here, he might come in too strong but I'm going to aim for that since it'll make an easy base 800 army with him, Masque, and either 3 Goons/The Hood.

Add in Hammerhead and two Street thug squads OR Silvermane and another Goon for 1,100

I like 400 better for Maggia team building but testing will show where it should be, options either way. If you want to stay inside the faction you have these options. Obviously you can work outside the faction and work just fine.

At 400:
Hammerhead, Masque, Goon x4 is 600. So Count at 400 = 1000.
Silvermane, Goons x6, Count at 400 = 1000
Masque, Hammerhead, Silvermane and 400 pt Count = 1000
Count 400, Goons x10

At 410:
Count 400, Hammerhead 150, Eel 170, Madame Masque 210 - 1000
Count 400, Eel 170(doesn't nned the blank), Silvermane 240, Goons x3
Count 400, Eel 170, Goons x7

What's the timing here on the X reveal? Do you have to decide to use the power before you roll defense dice or can you use it after you see how many shields you rolled?

It'd be after attack dice are rolled and before defense dice are rolled. If you could do it after you roll defense against enemies, he'd probably never use it to boost allies attacks.

After an opponent's figure or a Criminal, Crime Lord, or Mastermind you control rolls attack dice for a normal or special attack and before defense dice are rolled, you may reveal an X Order Marker on this card.
