I dig this design in general and feel that if we are to be too OCD about scale then we can forget cars, houses, skyscrapers, airplanes, spaceships, Galactus, Anti-Monitor, Atom, Ant-Man, the Mole Machine, and Transformers as well. Not to mention too expensive for most folks to afford AND setting a standard so it's impossible to reasonably expand to other members of his cohort. Also, too awkward and bulky to enjoy playing WITH those special rules.

Alternately, we could go back to 12 Attack number and give him this power:

He has tiny arms. He can't reach anyone who isn't Huge. That's why he just tramples them or uses Atomic Breath on them.

If his arms are tiny, why do they hit harder than when he kicks things/hits them with his tail? Or is the huge attack coming from his bite?

If Godzilla attacks a non-Huge figure that is not a destructible object with his normal attack, roll 8 fewer attack dice.

I'll be honest, I'd just prefer he has a printed attack of 12 and this power if you're really set on this path forward. It's all about optics. They do the same thing, but one makes the card look more exciting and powerful.
