Hmm, though notably that still allows out of turn attacks and movement. Like Red Arrow could still use his Speed Shot, which I don't love. I'm not sure of the cleanest way to turn that off, though. Maybe I should just go with cannot move or attack and then let them sub out their phases still just fine?

Would I want it to be everything I love...sure...but that's just not realistic so I'm going to focus on finding things that will make me unhappy and work on fixing those.

Making a small tweak as I plan tests here:

UNLOCKING THE INNER MIND
Do not place Psyche during setup. At the start of the game, choose an active enemy character that is not a Manifestation and does not have Mental Shield or a Tether Marker on its card. Place Psyche's Tether Marker on the chosen character's card. While the Tether Marker is on that card, the chosen character is Psyche's Tether. Give control of Psyche to the player who controls its Tether. That player must place this Psyche in the Astral Plane.
I figure, thematically, you should be able to bring the psyche of an ally into the Astral Plane with you. In terms of the meta, what this accomplishes, is if you bring too many Psyches and don't have places for them, instead of becoming wholly wasted points, you can bring an ally with you on the Plane to give you a back up in that battle.

Also, now that Restorative Boost no longer has a healing element, I'm wondering if the name really fits anymore? Maybe Mental Wellness? Mental Fortitude?

Mental fortitude sounds cool. Anything along those lines should work like: Calm Mind, Inner Focus, Psychic Aptitude, Strength of Mind.
