I don't think anyone's done Snowbird, so here's what I came up with. The powers use Vixen as a template, but if that doesn't work they could be restructured. Snow and ice enhanced movement is kind of jammed in there at the end, but I'm not sure how to have it make sense without just adding it to each power.
Also if Tanaraq is too much, she could just get Orca Whale or a seal or something.

ARCTIC ANIMAL TRANSFORMATION/PSYCHE INFLUENCE
After revealing an Order Marker on this card, if Snowbird is on a Slippery Ice or Heavy Snow space, you must choose only one of the other special powers on this card for Snowbird to use for the remainder of this round. Place the appropriate white Arctic Animal Marker on this card. At the end of each round, you may remove the Arctic Animal Marker from this card. If you do not remove the Arctic Animal Marker from this card at the end of a round, it cannot be removed in any way and you may no longer place Arctic Animal Markers on this card. Slippery Ice and Heavy Snow only count as 1 space when moving.

POLAR BEAR/WOLVERINE POWER
Snowbird may add 1 to her Attack number and may attack any or all figures adjacent to her.

SNOWY OWL POWER
Snowbird cannot be targeted by non-adjacent attacks and after using the Flying special power this turn, she may add an automatic skull to her normal atack.

ARCTIC FOX POWER
Snowbird may add 2 to her Move number, can move through all figures, and is never attacked when leaving an engagement.

TANARAQ POWER
Snowbird may add 2 to her attack and defense numbers and has the Super Strength special power. After the end of each turn, roll the 20-sided die, subtracting 1 for each Wound Marker on this card. If you roll 1 or lower, remove all Order Markers from this card and choose an opponent to take control of Snowbird. For the rest of the game, Snowbird has the species of Demon and the personality of Cruel instead of what is listed on this card.

Yeah, not worried at this point. A quick glance shows that you have the exact same idea that ZJ had, minor nitpicks aside. So clearly it's a good direction.

No Tanaraq in ZJs mostly because I think he did not believe she could turn into that.
I was planning on making her Tanaraq form its own card.

I’m pretty sure what you have there is way too many words for a card.

Yeah, it's about 20 lines and would need to be more like 12-13 at most.

Yeah I was more getting all my ideas for the design out there. Easiest way to save space would be to drop Tanaraq or drastically shorten it, as well as maybe dropping the part where she gives into the animal influence at the end of that power.
