Never really watched Night Rider, but I do remember Airwolf.
C3G can be played with official Heroscape, but it's not recommended.

For a setting, I'm thinking just a generic comic book city like Metropolis but I am totally open to suggestions.

Tornado, are you thinking over your flaws or do you need me to make suggestions there?

DS made some suggestions. I am open to hear more.
I wanted to see if I could get a lesser form of Telepathy. Something with a short range and none of the linking. It could even be restricted to those touching whatever device I am in.

I think David looks pretty tight. He doesn't have any mental powers yet, as I see it. Clairsentience is some sort of electromagnetic function, right? I don't think you need to break into that terrain, T. Others may feel differently.

My 2c. I love the concept of a hero carried around in a flip phone.

Super Intelligence +12.
I was surprised you did not mention the underwater flaw.
Clairsentience allows to me see and hear, which is pretty important for a non corporeal hero.
Telepathy would be nice. I think Modify Memory could be helpful.

Heh, yeah. I figure I could be murdered anytime by dropping me in a glass of water.
Also in the movie David could not swim. Never got around to it.

I am open to any suggestions for the other flaws quozl.
Let me know if everything works for you as the whole no body thing is a little weird.
I am not sure what my AC, Speed and Move should be. Took a guess.

I've got an outline of where I'm going with my character, I just haven't had time to flesh it out because I've been traveling the last few days. I'll put something up by tomorrow night.
