I would have said he can't use the power if he's not the one being targeted (unless its the once per game use on a fellow BH of course). If you were allowed to use the power when not targeted by and attack, but rather just effected by an attack targeting another figure, then I would think the ruling would be you prevent the whole attack from taking place rather than stopping the attack part way through it. Which is why I don't think you can use it if not the initial target, gets messy with powers like Judge Dredd's ricochet power.

The question here is are affected figures also considered to be attacked? I'm pretty sure that's a yes. Which means this would shut off the entire explosive attack.
