The rumor I heard is the tracking features have been slowly taken out because of trespassing concerns. The game got a lot of negative press in the first week, when tracking was working, from people going into backyards, hospitals, etc. tracking Pokemon. Removing tracking is a way to remove liability for that, since they no longer steer people towards locations they shouldn't go. It's sad since tracking stuff was easily the most unique part of this game IMO. I wish there could have been a more elegant solution.

The tracking part WAS the game. Where is the value in a pokemon game designed to get you outside and hunting pokemon when you can't even hunt them? That was the only value in the game. Leveling up? For what? For taking gyms that will be lost in 10 minutes? The only real, worthwhile function of Pokemon Go was the tracking. Now that it is gone, Niantic will be remembered as the company which completely blew their golden opportunity.
