Do we want to word the first power more like Swamp Thing's ability? We spelled out a bit more on what his DOs were there.

During setup, you may place up to 4 single-spaced Medium Destructible Objects on the battlefield with the Name of Wild Plant and the Nature keyword. When a player would begin moving a figure adjacent to a figure or object with the Nature keyword, you may roll a d20. On a 13+, that figure’s movement stops.

Which would make Freeze's thing something like this:

WALL OF ICE 4
Start the game with 4 single-spaced Medium Destructible Objects with the Name of Ice Rock and Cold Resistance. Once per round, instead of Mr. Freeze's move phase, you may place up to 4 of the Ice Rocks on connecting land spaces within 4 clear spaces. This placement is unstoppable.

I don't understand this or perhaps some words are missing. How is he placing destroyed ice rocks back on the board?

I'm not sure anything would suggest you can't.

It says you can place them, and that's that, is my logic. Do what it says..so on and so forth.

Since he never "creates" them. There is no way to place something that doesn't exist. Just like a power that says place an ally within 4 clear spaces doesn't let you place a defeated ally? And if you aren't reviving the ally or the Object here it would just auto defeat and get removed immediately anyway.

If it's the intent I think we should just say that..

Might be a simple as adding in "You may revive previously defeated Ice Rocks" before "This placement is unstoppable."

I’ll also reiterate that we should probbably borrow some Swamp Thing wording here. Ice Rocks aren’t a thing that exists in 2.0, so you probably need to define the name, that it has Cold Resistance and Heat Weakness, etc.
