Just going to throw this idea out there, but what if it was something like this?

LEAGUE OF EXTRAORDINARY GENTLEMEN
If all Unique Heroes in your army are Humans or Mutates and none of those Heroes have the same Class, you may add 1 to your initiative roll for each Unique Hero you control. After taking a turn with Mina Murray, you may:
• immediately move up to 2 other Unique Heroes you control if Mina Murray ends her turn engaged.
• take a turn with one Unique Hero you control that has not moved this turn.
You may not take any additional turns with other figures you control.

Or for something slightly different:

If all Unique Heroes in your army are Humans or Mutates and none of those Heroes have the same Class, you may add 1 to your initiative roll for each Unique Hero you control. After taking a turn with Mina Murray, you may either:
• take a turn with one other Unique Hero you control. Or,
• take a turn with up to 3 other Unique Heroes you control if Mina ends her turn engaged. During these turns, figures cannot move and attack in the same turn.
You may not take any additional turns with other figures you control.

Could definitely do with some fine tuning, but could be a different way to have figures taking turns if you wanted her to be a solid bonder. Second option in my head plays a little into the extraordinary side, where it could lead to some crazy options if you've set it up well, but is very risky doing so with a main hub who is pretty frail.

Could also do something akin to Waller and Rick Flag with Murray and Quartermain if you wanted to spread the bonding out a bit.

I'm assuming Mina doesn't have to be worked out entirely before Invisible Man gets going, but we have a near idea of what we want and determined he doesn't need a tag. Quoting the SP here for clarity.

INVISIBLE STEALTH
At the start of the round, before rolling for initiative, you may place Invisible Man on a space adjacent to a figure you control. Invisible Man can move through all figures, is never attacked when leaving an engagement, and cannot be targeted by opponents' non-adjacent figures for any attacks or special powers that require clear sight.

INFILTRATION
If you win initiative and Invisible Man is unengaged, you may place him adjacent to any enemy figure on the battlefield within 5 spaces of Invisible Man that does not have the Blind Warrior special power and may view one unrevealed Order Marker on that figure's card. If you view a numbered Order Marker, roll X unblockable attack dice against that figure where X equals the number you viewed.

SELF-SERVING BETRAYAL
If you lose initiative, choose an opponent. That opponent may choose to either:
• place Invisible Man on this card; or
• view the Order Markers on the cards of any figures adjacent to Invisible Man.

Are we comfortable with his primarily being a Criminal Syndicate faction piece?

Personally I don't see an issue, he would definitely fit in with them.

The faction has synergy built around the Sadistic personality, so there's a lot of potential for cross-faction expansion, especially due to the low number of Crime Syndicate designs.

I don't mind changing to Egomaniacal or something either though.

I think if these characters aren’t going to have direct factional synergy of some kind, giving them a “second home” makes some sense. Not advertising for Crime Syndicate in particular, but I don’t think it’s a terrible fit.

Sure, not a problem with his having a home in the Criminal Syndicate faction. Might just be time to stop thinking of League of Extraordinary Gentlemen as a faction though and just roll with it as an IP that *can* be played together if you feel like it.
