When Green Goblin defends against a non-adjacent attack, 1 shield will avoid the attack. Against an adjacent attack, 2 shields will avoid the attack. After combat against an enemy, Green Goblin may maneuver up to 2 spaces.

Pretty straight conversion on the classic card, but with a few tweaks. Definitely an overall buff since I don't think he was a great value in 1.0:

+ defensive ability works against fliers
+ defensive ability works against SAs
+ defensive ability still works in melee a little bit
+ gets to move after combat
+ has a class that might do something for him (such as currently, he can get recruited into the Sin Six)
- Defense down by 1
- reduced movement after SA (previously it gave a move of 4, now he'd get 2 from the Goblin Glider tweaks)

I enjoyed playing this card in Insane builds in 1.0 and never felt like he wasn't a good value. Not opposed to making some small changes in the conversion process though, as long as the main points stay the same. Seems like you are doing that here. Won't be shocked if the points trend up a bit with the auto defense ability working vs more attacks.

Good to know someone was finding him useful! We can back off or tweak points if it doesn't look like he needs as much push as I'm giving him. I wouldn't want his price point to rise significantly, so possibly the former.

The main thing I'd really like to keep is making his ability less based around a flying weakness since that's not a big deal as a Spidey villain. Ultimately the other buffs are probably a little more secondary.

Do we need the action? I always had it in mind that out-of-action attacks were fair game, but I was checked out for a bit and I may have been left behind on that.

Happy to see him converted, he was on my short list I figures I wanted to hit. Good with the changes.

Would be cool to figure out some type of story card where he turns civilians into a Goblin Army.

I think Bats has the right idea here. You are using a Special Attack Action for your 1 Attack Action that is included in your Attack Phase. So having that Special Attack Action grant you a 2nd Attack Action, that must be a Normal Attack Action, seems like the correct approach. Otherwise you are getting both a Normal & Special Attack out of a single Attack Action use and that seems messy.

I think it's cleaner to do it as a normal attack action. Can we probably get away with it as just a normal attack there? Yeah. But I'm not sure if it'll create any messy interactions to basically have a normal attack as part of a special attack action.
