So would altering defense numbers count for something like Adamantium Claws?

C3G can be played with official Heroscape, but it's not recommended.

What do you mean?
Basically can “Darkseid Is” allow him to ignore defense-lowering abilities like Wolverine’s Claws in the same way Adamantium Tough does? I’m guessing so, but I’m just unfamiliar with the specific wording used.

I'd say it works as with Adamantium Claws you aren't altering the defense itself, you're altering what is rolled
