I honestly think it's fine if it does affect DOs. I think the first change I'll look at if he's coming in a bit weaker than I'd like is to extend the range of the burst and make it targeted, so opponent only and like maybe 5 spaces.

I had a thought on this last night. Given how much of the Kree faction is common cards and how the only Uncommon one that really asks for Order Markers is the Colonel, it seems like the contingency aspect may not crop up that much. That said, with a lot of different common and uncommon options, I could see a big use for some Order Marker flex. (Also, if the SI is an Order Marker hub, it could draw more people to pursue it in the start zone, giving you more of a chance to use its defensive power).

I was thinking taking a note from JL Black Canary could really work here:

All Kree figures you control are considered in clear sight of each other. At the beginning of your turn, you may move any unrevealed Order Markers from this card to any other Kree cards you control.

Though looking at Batman (Dick) I do better see what you were referring to there and that could work too but after they are moved the Kree don't super care if they stay there.

Pretty good sized loss in the first game, but I loved the utility of how Kree Consciousness played. It felt very Top Down leader.

I'm updating to have Psionic Burst just affect enemy figures for the next test. I think it's a logical move that won't change a ton but I can definitely see him just affecting enemies and it lets you keep troops nearby without worrying about someone just running in to try and cause you to wound your own troops.
