As a heads up, this change was made because the Red Skull/Penguin combo was a bit too strong with Political Investment. So Political Investment is now restricted to only work with Human Crime Lords and Masterminds (it used to work with any species). It's a change that keeps him balanced with his thematic armies and cuts out the overpowered combination.
