Character Bio - Silvermane is a larger-than-life villain who has lived through more decades than most people could even imagine. He started out as a ruthless mob boss, but then he underwent a bizarre experiment that transformed him into a superhuman cyborg with unbreakable steel bones! With his new body, Silvermane became even more powerful and determined to take over the criminal underworld. He's gone toe-to-toe with Spider-Man and other heroes, always leaving destruction in his wake. Despite his advanced age, Silvermane's cyborg form makes him virtually immortal, and he'll stop at nothing to achieve his goals.

Once per player turn, after revealing an Order Marker on and taking a turn with a Crime Lord or Criminal Hero you control, you may remove an Investment Marker from this card. If you do, take a turn with a Hero you control that is a Criminal or Terrorist that has not taken a turn this player turn or place a destroyed common Criminal Hero in your army back in your startzone.

INSIDE INFORMATION
After placing Order Markers, you may choose not to roll for initiative and instead take a result of 1. If you do, you may view 1 of your opponents' Order Markers and move up to 4 Criminals or Terrorists you control. Figures moved with Inside Information will not take leaving engagement attacks.

KICKBACK
Anytime an Investment Marker is removed from the card of another figure you control, roll the 20-sided die. If you roll a 15 or higher, you may place it on this card.

Return on Investment seems to be stepping on the toes of the Maggia Goons a little bit. At some point, deciding when to use or not use an investment marker no longer is interesting if you have an unlimited supply of them.

I could see that angle. On the flipside, it only gives you one back and it requires you to destroy an enemy, which is far from guaranteed. You'll probably feel like you're getting them all the time if you're up against a common horde, but against Unique Heroes that just won't go down?

Maybe make it once per round to cap its effectiveness?

Part of that was so he could work without them in a Terrorist build as he worked with Hydra in the past.

Johnny had a really cool draft for Minotaur that played on very similar concepts (I‘m on mobile but I can drop the link in Discord), I wonder if stealing some mechanics from that would be helpful?

Like for one, I think having RoI only trigger on destroying Unique Heroes and Event Heroes is healthy, just to stop them from wrecking squads. I think Silvermane only replinishing his own markers, not his allies, might end up being neccesary too?

A little worried that this is another Maggia design without a d20 power. I guess you could choose 1, 2, and 3 for the Maggia Goons then have Silvermane force the initiative roll to gain a marker?

I think you are right in the lack of a d20 power. If the current version of Return on Investment is feeling off, maybe I can repurpose it or go a different direction with a d20 power.

I'm okay with you testing it out and seeing how it all works. It was just an initial reaction to seeing another ability that generates/saves investment markers. I don't know where that tipping point is, but eventually you get to a place where the markers are just unneeded extra hardware since you can use the Investment Marker powers when ever you want/need to.

He is like a really greedy guy, I think having it only replenish his $ makes sense. You could encourage more HYDRA play by opening up the respawn to any commons.
