I would say it's a tighter theme without the SAs but a lot more valuable with them. I'll defer here, happy with either.

I think the wording is about as tight as we can get it. My only alternative would something like that.

"If an opponent would use any special power on an army card or glyph that directs them to choose a space, the space chosen cannot be within 1 space of this figure, or 2 spaces if this figure is a Valiant Crime Fighter."

But I don't know if that's clearer or not (or if "directs" is the right term to use).
