All I really had was stats of 6 life, 5 move, 1 range, 1 attack, and 4 defense for both Ten and Eleven and that they started with the Glyph of Sonic Screwdriver and Glyph of TARDIS.

They were Unique Clever Timelord Adventurer Heroes, but I'd change Adventurer as I'm worried about Mr. F synergy.

Glyph of Sonic Screwdriver was just minus 1 defense for any figure attacked with the glyph.

Glyph of TARDIS was

Once per round instead of moving normally, you may place a figure with this glyph anywhere on the board on any unoccupied space within 10 spaces of this figure. You may also choose up to three two adjacent friendly figures and place them on any unoccupied spacesadjacent to the figure with this glyph. Figures moved by the Glyph of TARDIS do not take leaving engagement attacks. Only Timelords may use this glyph.

Space restriction because as Indigo-1 showed us, unlimited teleport is broken.

I've been told Draftable DOs are on their way so I'm holding off on the TARDIS for that, but overall it seems like we're more or less on the same page here. I like the idea of each Doctor having their own personality, myself.

I like some of the aspects of Stealth Dodge but I think an auto shield might be a better call.

Lethal Strike really is an interesting concept. I must admit the idea of Daleks stealth dodging around is funny.

TIME TRANSPORT
If this Weeping Angel inflicts a wound on a figure but does not destroy it, you may remove one wound marker from this Army Card. LIVING STATUES
When rolling defense dice against a normal or special attack, this Weeping Angel always adds one automatic shield to whatever is rolled. This Weeping Angel may not receive wounds or be destroyed by any special power which requires a d20 roll.

I like the idea of Quantum Lock but I am afraid it might not be balanced. I also don't like the idea of them being able to be destroyed or wounded by special powers, but I am not sure if that is completely thematic. It could be interesting to treat them as destructible objects.

This may be my favorite of the bunch. If I understand it correctly, they can move 8 spaces when unseen, but only 1 space when seen? That's really cool and very similar to C3G's Jason.

Well I say the Angels are my favorite but this one is too. Really pulls off the feel of a conniving manipulator. Throw in a Tissue Compression Eliminator SA and this would be a great Ainley Master.

I like these powers although I might just change it to Tough against normal/special attacks.

I've struggled with the Cybermen for a while now. 9 times out of 10 they don't convert someone on the spot. They drag them back to some sort of conversion device and suit them up. Straight-up zombie conversion just feels wrong to me.

Probably can just give them phantom walk and flying. Could turn them into common heroes but The card might be cluttered if a swarm power is added.

These guys are scary, but they should be. Maybe with C3G, Tiny Stealth could be added?

Whisper Men may swing over water without stopping, swing over figures without becoming engaged, and swing over obstacles such as ruins. Place that Whisper Man on an empty space within 4 spaces of that Whisper Man. If a Whisper Man is engaged when it starts to Teleport, it will not take any leaving engagement attacks.

I hate the name Heart Wrench Special Attack but I have nothing else.

Honestly I'd rather have a Great Intelligence that could control Yeti, Snowmen, and Whispermen. The idea of a Dr Simeon that can stride into battle with the Whispermen and basically jump around from body to body is cool though. What if he could somehow function as an extension of the GI? Bib Fortuna from HoSS has a power where he can use 1 power off of the card of his "boss" that I've always thought is really cool.
